How to Apply for Permission on Cosmetics?


A person wishing to manufacture a cosmetic for sale, accept a contract to manufacture a cosmetic or import a cosmetic must notify the details of the cosmetic to the Thai Food and Drug Administration before commencing the manufacture or import for sale. The person must comply with the rules and procedures on the notification of the product details, and have the duty and responsibility to manufacture, import or accept a contact to manufacture a cosmetic that is safe for consumers. The following steps must be taken before commencing the sale.

* The business operator or the representative need the national identification card number to open an account of e-Submission system.

** The notification receipt is valid for 3 years from the date of its issuance and may be renewed
6 months before its expiration date.

*** The label of a cosmetic must be in Thai language and clearly readable. Statements displayed on the label must be truthful and within the scope of the cosmetic and must not cause any substantial misunderstanding as to the product. There must be documents or evidence to prove the statements on the label. 

Submission of information on cosmetic facilities


A business operator who wishes to operate a business of manufacturing for sale, contract manufacturing or importing cosmetics must proceed in accordance with the diagram on the issuance of inspection reports of cosmetic manufacturing facilities, import facilities and storage facilities under the Notification of the Ministry of Public Health, Re: Rules, Procedures and Conditions on the Manufacture or Importation of Cosmetics, B.E. 2561 (2018) to the process of cosmetic notification in cases of new facilities or relocation of facilities.

Submission of application on cosmetic notification


The application on cosmetic notification must be submitted under the following detailed rules:

  1. Notifiers are manufacturers (repackagers are also classified as manufacturers), contract manufacturers, or importers.
  2. Information to be notified is:
    2.1. Information on the business operator, such as name and address (manufacturing facility/import facility/storage facility).
    2.2. Information on the product, such as product name, product type, substances used as ingredients, conditions of use.
    2.3. The details must be notified using the Form Jor.Kor. together with accompanying documents in accordance with the rules on the consideration of cosmetic notification.
  3. Places that accept the notification are the Thai Food and Drug Administration, Provincial Public Health Offices, or notification through the computer network system of the Thai Food and Drug Administration.
  4. The steps for detail notification appear in the diagram below.
