D-Day 1 May, FDA Cancel Three Documents to Ease Burden on Entrepreneurs

The FDA aims to streamline business operations, and utilizes electronic systems to drive the organization. In the light of this, the FDA issues the Notification cancelling the requirement for certain documents from entrepreneurs requesting permission for health products, including copies of national ID cards, copies of house registration, and business registration certificates. The changes are designed to facilitate faster and more efficient processes and will be effective as of May 1, 2024.

Dr. Narong Aphikulvanich, the Secretary-General of the Food and Drug Administration, revealed that resulting from the digital government policy, there is a collaboration in linking information between government offices that grant various approvals and permissions in accordance with the law. This aims to reduce document requests from entrepreneurs dealing with the government sector and also reduces time, costs, and facilitates entrepreneurs who approach the FDA for permission. The FDA has therefore launched the FDA Notification to cancel three documents that can be retrieved on the electronic system by connecting with the Department of Provincial Administration (DOPA) and the Department of Business Development (DBD). These documents include 1) copies of national ID cards, 2) copies of house registration, and 3) business registration certificates. The Notification is effective from May 1, 2024. In accordance with the Licensing Facilitation Act B.E. 2558 (2015), the FDA has revised its Public Guide which includes more than 100 documents. Additionally, it has improved the information system for E-submission. A total of 375 procedures has been revised to facilitate the aforementioned operation.       

The FDA is one of ten pilot agencies that have canceled the request for copies of such documents from entrepreneurs. Accordingly, the DBD in cooperation with the OPDC is working to improve the services and integrate the information linking of legal entities with various government offices to reduce a document burden. Therefore, there is no longer request to receive copies of legal entity documents.   

The Secretary-General of the FDA concluded by stating that the objective of this operation was to provide convenience to entrepreneurs and to facilitate the transition to the electronic system. In order to achieve this, the FDA has endeavored to foster unify in operations at provincial public health offices across the country. The operation will begin on May 1, 2024 onwards.
